Celia has thirty years’ experience in administration, financial management and information management, in both the private and public sectors. Celia’s employment background and experience enables her to assist organisations in achieving better business and project outcomes through a strategic approach to the management of critical enterprise information, aligned with appropriate governance and change management strategies.
Celia worked exclusively in the Western Australian public sector for twelve years. As a member of the public sector’s Senior Executive Service Celia gained considerable experience in the operations of Executive Government. As Director Strategic Projects at the Office of e-Government (an Office of the Department of Premier and Cabinet) Celia was responsible for identifying and implementing cross-agency and whole-of-government projects. She also assessed and advised on numerous agency business cases prior to their submission to Treasury for funding.
During the course of her public sector career, Celia developed information and knowledge management strategies and plans for several major Departments. In central Government, Celia led the development of whole of Government strategies and policies, including the Citizen Centric Government: Electronic Service Delivery Strategy for the Western Australian Public Sector.
Celia represented the State on the Cross Jurisdictional Chief Information Officers Committee, and a number of other committees at the local, State and National levels.
Celia has developed and delivered a range of workshops, and presented at conferences, both in Australia and overseas.
Celia was an active committee member and President of the WA Branch of the Institute for Information Management and a member of the National Board of that Institute.
